Lets Really Call Her Mom

I was 3 years old when my birth mother died in an accident. My father remarried the next year and since then the woman who has raised me has been my mother. My parents have been divorced now for quite some time now and lately I have been strongly considering finalizing my relationship with my stepmother by making it legal. I'd like for her to adopt me. What can I do? What is the first step and is this even possible? She is overjoyed with the news and I'd like to get this wrapped up as soon as possible. Please help. Thank you.

If you are over 18, it's really easy to do.

If you are under 18, it's harder to do and your father would have to approve of it.
