Legal Question in Family Law in Texas
I've taken care of my now 6 year old niece(sister's daughter) for 4 and half years. she was placed with me voluntarily by the parents during a cps case in which the parents tested positive for drugs. After a year, cps closed the case and left my niece with me with rules for the parents. I've since gotten a conservatorship which has been in place for a year and a half. the father has not seen her in a year, the mom is in contact but is an alcoholic that has grand mal seizures and doesn't work or live in a stable, suitable home for her daughter who has medical conditions that require a healthy environment and maintained care. Do i have any rights or grounds to pursue a permanant situation, be it custody or something more stable than the conservatorship, in the best interest of my niece? i want to hire an attorney but need to know what my chances are first as i don't want to risk losing her and putting her in bad situation if my chances are not great. please help!

Run - don't walk - to an attorney's office.
I think you already have permanent custody. You mention that you have conservatorship which in the State of Texas is custody. So you might only need an attorney to read your legal paperwork & explain your paperwork to you.
If not, then you will need an attorney to represent you in getting permanent custody. I believe that you will get permanent custody unless you really "mess" up since you've had her in your home for so long or you fail a drug/alcohol test. So don't do drugs or drink!
