in the case of joint custody, if the other party disregards the court order, can I take custody of child with aid from local authorities or do I have to go through the court system first?

Your court order may say that the authorities will assist in enforcing the order, but in my experience that may not actually happen. It depends on the department and the circumstances of the case. If the local authorities won't help then you will have to find an attorney to assist you.
