CD from accident

My son was in an accident 9 years ago. Money was put into a CD for future plastic surgery if he wanted it. He does not want the surgery and would like to cash in the CD. The acct is in his name c/o the county clerk. I was told by the clerks office that we could not cash it in until he was 18. 16 now. We now live in a different state. We would appreciate any help. Typically, settlement sums for children under age 18 are placed in a trust account that can not be released to the child until he reaches age 18. The court that placed the money in the trust account might release it if it is needed for expenses related to the child but is otherwise not likely to do so.

I suggest you consult a lawyer.
