Name Change

My fiance was previously married to a woman and had two children with this woman. He and his wife divorced. The children have my fiance's last name. My fiances ex-wife then remarried. When she remarried, she took her new husbands last name. Now she is getting divorced from her second husband. She informed my fiance that she now wants to go back to his last name so that she can have the same last name as the children. Can she legally do that even though she is not married to my fiance anymore?
