Change Last name for minor

What is the law in Texas to change the legal last name of a child, age 10, to the step-father's last name? What is the process and cost to do so? The biological father is in jail and has no contact with the child in eight years.

A change name for a minor child must have both parent's consent.

If the father agrees to it, should not be hard to do.

If you have been married awhile and your new husband wants to adopt, then there would be a termination and a step-parent adoption along with a name change.
