Name change of a minor

In Texas can a person having permanant managing conservatorship of a minor child completely change the childs name even to their last name without adopting the child?

Yes, but but a court order is required and in general the court will want both parents to consent to the name change, but not always. It will depend on the particular circumstances.

The "best interests of the child" test will apply.

The petitioning parent or conservator will need to serve citation (notice) on the other parent(s) if the other parent(s) can be located.
