name change of minors and keeping child sppt

My grand-children ages 10,11. want to change their names to the last name of their step-dad who has been their father in every aspect of their lives.The biological father has been in and out of their entire lives.In fact the last time they saw him was 2-yrs. ago.The problem is we think that the bio. should still pay his child support.This will not be an adoption just a name change for 2-kids who have never wanted anything except a dad and theirs has been in their lives for 6-yrs. Please let me know so that I can let their mom know what is the next best step for all parties involved.

It is possible to change the names of the kids without an adoption, but the bio dad will have to receive notice and give his permission, either willingly or not. This would be a good time to hire a lawyer. Good Luck.
