Can i change my phone number if the non custodial parents visitation rights were suspended 3 years ago?

Your order likely says that you must notify him of changes in your phone number. You can have it modified, if necessary, but I don't see a judge doing that unless there is some threat or danger to you. If you had stated why his possession rights were terminated, it would have given us more guidance.
