Change a 17 year old male last name before marriage

Can my 17 year old son change his last name since he does not know his father and has not been supported from him since he was 10 with a total of about $800 total since birth to

10 yrs before he gets married and has his own child?

Yes he can. You can file the petition on his behalf, and his biological father has to be notified. If you do not know his location, then he can be noticed by publication.
