change my younger daughter guardianship

My younger daughter is13 and my elder daughter is 19. My wife and I, not US citzen and no green card either, are not living in US but they are US citzen and living in TX. Can change my older daughter be her sister guardian? Thank you

Yes, you and your wife can sign a Durable Power Attorney giving your oldest daughter guardianship over your youngest daughter.
