changing locks on house
my daughter moved out of house for spouse abuse and he has changed the locks on the huse

Your daughter needs a lawyer. At a temporary orders hearing, the judge can establish your daughter's rights. Some police departments offer a civil escort to pick up a few items of clothing etc. They are not going to stand there while she breaks a window to enter. If she has proof of residency, she can get another locksmith and change the locks again. All of that conduct however is bound to escalate the situation. She is better off hiring a lawyer and getting a court order.
