Changing Visitation of Non-Custodial Parent

If you have a non-custodial parent who rarely sees the child. Can the custodial parent legally change visitation rights of the other parent so that they have little to no court appointed visitation and all visits have to be set-up in advance with the custodial parent?

Only if the court order provides that type of discretion. If the order provides for a schedule in the absence of mutual agreement, then the custodial parent is obligated to follow that schedule. The non-custodial parent's pattern of rare visits, however, could be the subject of a modification.
