Is it possible to child care financial aid in Texas without receiving child support?

I'm not totally sure what you are asking but I'll try to answer.
If you apply for any state or federal assistance (like food stamps, child care, etc.) then you give the federal or state government (aka as the TX A G) permission to look for the bio. father of the child for reimbursing the taxpayers for supporing your child.
The TX A G (or any A G anywhere in the USA) will look for the bio. father for the man until the child turns 21. If he dies, then they will go after his estate or apply for his SS.
If he declares bankruptcy, it is the debt that nevers go away.
C S will go on his credit report so he will never be able to get a credit card or buy a car or house.
You CANNOT forgive the debt that he owes the TX taxpayers. So if the TX taxpayers give you $20,000 of food stamps and day care then the TX A G will look to him for that $$ PLUS 6% interest.
