Child name change or adoption

When a man marries a women with 2 kids what is the differnce between adopting the kids or just having their last name changed?

The father has not been involved in their life for a few years and is hard to get a hold of also.

Merely changing their names, does only that, it changes their names.

Adoption creates a legal, binding, permanent parent-child relationship, just as if the children had been born to him.
