If my son and his wife have coustody of my daughters son can they take him to Japan without her permission?

You would have to read the court orders.

However, some airlines and cruise ships won't allow a minor child to board unless there is a notarized approval from the other parent.

This is NOT a court issue -- it is the policy of many major carriers.

If it is company policy to require a letter (or whatever) then you must comply in order to board the plane (or ship).
