Legal Question in Family Law in Texas

If a child custody agreement is written up by one party and signed a notarized by both parties does that make the agreement legal? Or can one person just keep the children with no legal repercutions?

It depends on whether the agreement was with a mediator and whether it was filed with the court and whether there was a formal decree containing the agreement approved and entered previously by the court.
