child custody

I am trying to get custody of my brother. I have consent from his mother and father. What steps should I take? Does the modification kit apply to this situation?

If everyone agrees that you should have custody of your brother, it is easy.

I assume that you are over the age of 18.

I have no idea what you mean by "modification kit".

I offer Do It Yourself kits for people that qualify.
