I have two children with different fathers. My oldest hasn't seen him in 6 1/2 years. Child support sent thru AG once a year (IRS refund). My youngest in 7 years. He has never paid Child support. When can I file for abandonment? Can my husband adopt my children? How much does this cost or can I do it myself?

Step-parent adoptions are not really a do-it-yourself job, although there may be support groups that could help you navigate the system. If you are low enough on income, you can try legal aid, although they usually have a large backlog of cases.
Probably your best bet is to hire an attorney to first do some aggressive collections on the delinquent child support; start pulling the obligor's licenses, attaching assets, garnishing wages, etc. That could possibly dislodge enough money to fund the adoption process. And if the biological fathers are not involved in the kids lives, they might just consent to the adoptions to avoid additional child support obligations accruing.
