Child custody

I have 3 children that have lived in my home for 9 months. I was contacted by CPS about taking these children in. They call it a relative placement, however these children are not really related to me, but are related to my step-mother. Their parents have provided absolutely no support the entire time I have had them. They have been abused and won't be allowed to go back to their parents. Because they are considered a relative placement I don't believe CPS is going to do anything about permanent placement. They are leaving them here with me. I need some kind of documentation so that I can be the legal guardian. The children want to stay with me and want me to obtain custody of them. How can I do this?

Since CPS is not following through on their end, you will have to file for custody yourself. You need a good family law attorney. Preferably one who handles CPS cases. You may want to see what legal aid is available in your area.
