Can my ex-girlfriend leave the state if there is a child support and vistitation order in place

It depends upon what the order says.
It is common to have residence restrictions in orders stating that the person with custody of the child is not allowed to move beyond given geographic limits without court approval. If the orders in effect include a provision of that nature, it is binding upon her and, if she has moved, she has violated the order. If so, you should file a motion for enforcement. If there is no such provision, you can file a request to modify the orders.
It would be wise to hire a lawyer.
