My ex-spouse wants to give up his rights to my children we both agreed and went to a texas notary to sign a contract but the attorney generals office refused. what steps should I take to end this.

The State of Texas believes that all children have the right to be supported by both parents. No one is going to let your ex terminate his parental rights and get out of paying child support unless there is someone else who is willing to step forward and take on your ex's responsibilities (through an adoption). In cases where terminations do occur, it is done through a Court order, not just something the two of you sign.
