Re: child custody
A home study is normally ordered in a
case pending before a court involving custody, adoption, guardianship or some other domestic relations matter which involves the proposed placement(or possibly the appropriateness of visitation) of a child within a particular home environment.
Until such a case has been filed, no such home study can be ordered by a court. (In this case situation, since the state of Texas would appear to have jurisdiction over all such above referenced domestic relations matters, the petition requesting custody (or whatever) and the attendant home study would most likely have to be filed in Texas rather than Virginia.)

I don't know what your situation is, but fighting a custody case without a lawyer is difficult at best, impossible at worst.
In cases where conservatorship it is at issue, a home study is normally standard. If you are not going to get a lawyer, at least do some research.
