grandfather lives in texas granted legal and physical custody of grandchild, he has been diagnosed with terminal cancer, can he give legal and physical custody for said child to maternal grandmother who lives in georgia

Probably.
Is his custody based upon a court order? Have the child's parents rights been terminated, or do they retain any rights?
The court that issued the order maintains continuing jurisdiction, and the order should be modified to reflect the change to the maternal grandmother, and transferred to the Georgia family court. It would be best for the two grandparents to retain a Georgia lawyer to handle the transfer and modification.
