My ex husband is in the Army and just moved my kids to Colorado, I am supposed to pick up and drop off my kids at his house on the weekends that I get them, also he does not allow me to talk to them at my specified time and days or give me an alternative dayand time.

Do you have an existing court order? If not, then he has the same rights as you and you need to get one.

If there is an order, what does it say? Does he have primary possession of the children? Does he have a geographical restriction? What are the terms of surrendering the children?

It is possible that he could be right or not. If he is, and you don't like the new arrangement, you will have to go to court to change it. The sooner you do so, the better; otherwise, he could argue that to move the kids back would be too disruptive on them.
