Child Custody and legal jurisdiction

Our last court order was in Arkansas, my ex and I niether one live there any more. He lives in Tennessee and I live in Texas. The children currently live with him. They are here with me for the summer and I want to modify the custody. According to Uniform Child Custody Jurisdication ACT section 3 paragraph 2 can I file in the state of Texas if I believe it is in the childrens best interest (because of supected emotional abuse) that the Texas court could best handle this matter so that the girls are not manipulated by their father during court times

You have the legal right to represent yourself, and therefore can go to the law library to learn how to do this. Practically speaking, it would be impossible for you to do so. It is a complicated area of law. Attorneys spent thousands of dollars and years of their lives learning to practice law. To truly protect your children, you need to hire a lawyer versed in family law matters.
