I have a question regarding adoption. If a voluntary termination of rights has occured and an adoption took place, if the biological parent who retains custody passes away, can the biological parent whose rights were terminated, try and fight the adopted parent for custody?

I assume you are talking about a step-parent adoption. The simple answer is, no. Terminated is terminated, but that doesn't mean the terminated parent couldn't try. All it takes to file a lawsuit is the filing fee. People try to get all sorts of things through the Courts whether they have any legal right to or not.
