if children are in the custody of their father and mother see the kids every thursday and every other weekend who is responsible for picking the kids up when it is not the mothers turn to have the kids?

I am somewhat confused by your question. Pick up from where? If it is not mom's weekday or weekend, then dad is responsible during his times of possession. If your question relates to getting the kids between mom and dad's houses -- read your decree. It has provisions of Surrender and Return. It also defines surrender and return. Those paragraphs will explain who picks up from whose house, and who has to return to whose house.
