Legal Question in Family Law in Texas

I and my child both reside in Texas. The child support order was established in Tarrant County. Because the NCP resides in Georgia and quit his job to avoid wage garnishment, I had to initiate an interstate case with Georgia. Georgia now refusing to enforce. A hearing is scheduled here in Tarrant County. Trying to get a lawyer to help me subpeona his tax records so we have proof of his income, but no one knows if this is Texas or Georgia's jurisdiction. Do I need to hire a lawyer in Georgia or Texas to subpeona his tax records?

In the alternative:

If he lives in Georgia, he CAN'T complain about venue if you sue him in Georgia. Georgia definitely has a scheme for (1) authenticating "foreign" (meaning TEXAS) child support orders and (2) enforcing them. I guarantee it.

To do this, you'd have to hire a Georgia lawyer who lives near him.
