Legal Question in Family Law in Texas

child support arrearage

My daughters father owes 114,000.00 in back support. I have received little help from either Texas or Mass authorities. He resinded his mass license last year and obtained a cdl in ct. i guess the reporting laws are different. he has property in Mass but i can't get them to pursue a lein. My daugher is in her first year of college and could really use the help. he sends 50 to 100 when he feels like it but is ordered to send 600 as of a court order of 2001. please advise.
