Child Support arrearages payment

Child support arrearages are owed in the amount of $6000 and the ONLY thing the Obliger has of value is a QDRO that was awarded as part of divorce decree pension and is offering to give that back to ex-spouse to clear arrearages and stay out of jail, does court have to accept the QDRO as part of negotiationgs?

I don't know what the present value of the QDRO mihgt be. Your language suggests not much. The Court is going to be interested in cash to reduce the arreages - not future promises - of anyone - QDRO or no.
