Legal Question in Family Law in Texas

Child Support

I have a child support case in the State of Michigan, and have been making my child support payments regularly out of each and every paycheck as they are automatically deducted from my check. Recently I received a letter from the Saginaw County Friend Of The Courts stating that they were going to take away all of my licenses including my drivers license and my occupational license for ''arrearage payments''. Can they legally do that? And what is ''arrearege payments?
