Child support and chid abandenment

My son's father has not given any type of support to my child in three years. Can I file child abandenment on him and how? He has also never, in five years given my son health insurrance. Can I also get back insurrance pay and how?

You have a choice. You can go after delinquent child support and medical expenses, or you can get his parental rights terminated. I suppose you should consider whether he has the ability to pay the arrears and keep current with the support. If not, then you might just go ahead and get his parental rights terminated. But, if he wins the lottery and you terminate his rights, you can't go back.
