Child Support Collection

My step-grandchildren's father has paid very little child support and owes my daughter-in-law a large amount. She has worked with the local DA's office and has recieved some back payments from time-to-time. She has put this money in a savings account for her son and daughter. Her son will be graduating from high school this year and wants to go away to a community college (to follow his girlfriend who will be attending a university in the same city), but the amount saved is barely enough to get him through one semester. My son has totally supported the children since they were small and they now have children of their own, as well. The boy has not been a very good student and my son wants him to stay at home and go to college for one year, to prove that he is commited to school before moving away. He will financially support him if he does this, but is unwilling to provide support after graduation if the boy moves away. The boy is adamant about moving, with or without support. My question is, can the boy take legal action to recover the unpaid support money?

In a general sense, child support is payable to the custodial parent and not the child.
