Child Support and Custody Mod - After Rule 11

My husband has three children (ages 16 and twins 14). He is ordered to pay child support. In 2004, visitation became an issue with the kids not wanting to come. Their mother charged us with emotional abuse. We went to court and a Rule 11 was signed stating we would go to therapy. Mother would never agree to appts. We didn't have $$ to fight it at the time. My husband lost his job and took another making half as much. We opted to go back to court to reduce child support. In the interim the mother pursued us for one month owed for child support. The 16 year old wanted to come live with us - his mother was angry - and dropped him off on our porch.

He has been living with us since January 06.

We have been to mediation- she will not agree to lower child support - stating that the eldest boy is going to move home - he is not wanting to move home. Therapist suggests keeping open relationship - he won't make recommendation regarding Rule 11 (to solve the emotional abuse charge) so we can get custody of the eldest boy - and settle the child support issue. However the mother is only interested in the boy moving home - she gets no child support if he lives with us due to her income. What should be do?
