Child support to custody parent; child doesn't reside with them

Does a non custodial parent have to pay child support to the custodial parent when the 16 yr old child does not reside with them? Guardianship has been granted by custodial parent to another party. (When guardianship was established, custodial parent stated they would forward the child support to them, but has not for the last 6 months.)

File a modification asking the court to order the payments paid directly to the guardian. The guardian should ask that the arrearage be paid by the noncustodial parent.
