Child support
My ex and I have been divorced for 5 years. He does not pay child support and owes 24,000. He has been in and out of jail thru these years. Does he still have the right to talk with the kids if he does not pay child support for them?

Yes. Texas law provides that the right to possession of the children and the obligation to pay child support are not contingent upon one another. In fact, the Decree of Divorce probably says that same thing in bold print because it is part of the standard language used in those orders. Of course, you have the right to file a motion for enforcement to collect the child support that is unpaid.
I suggest you hire a lawyer to assist you.
