It means that a judge has determined that you are in arrears in your child support obligations, and has determined that the violations were willful. As a result, there are various, graduated consequences, including garnishment, jail, revocation of driver's and professional licenses, etc. You should contact an attorney in the area where the court is located to determine the specifics of the order, and a method for you to comply in the least painful way possible. If there are errors, your time to appeal is limited.
