Is ex-wife entitled to request tax returns on ex-husband & new wife?

Is tax return seen also as income that should be added to child support?

If it is a discovery request that is part of an ongoing suit, probably, but only the father's income can be used to determine child support.

Based on what you have written, tax information is an item which is discoverable through the Texas Civil Procedure Rules. You should remember that the only income which may be considered by the Court for calculating child support would be the ex-husband's.
