If a father severs his parental rights to his son, does he still have to pay child support? If father chooses later on in the future can he reinstate his paternal rights?

The court may required him still to pay. On the other hand, to re establish parental rights may not be as easy as it sounds, but it can be done depending on the circumstances.

The State of Texas has this quaint idea that both parents should contribute to their child's support. It is extremely unlikely that you would be allowed to terminate your parental responsibility to support your child just because you want to and if for some reason you were, it seems even more unlikely that the Court would ever reinstate you rights.
