what happens to the non-custodial parent if they do not pay thier child support for months at a time

You can file contempt against the parent for failing to pay child support in a timely manner.

Our office charges a deposit of $990 to begin a contempt matter. After the deposit, you would be required to make weekly payments to pay the remainder of our legal fees.
