The short answer to your question is no. Only a court can order the termination of parental rights. As with most things involving chidren, a court must be convinced that terminating a parent's rights is in the best interest of the child. I have yet to see a court terminate parental rights based solely on the desire not to pay child support. How is depriving a child of a biological parent, financial support and inheritance rights in the best interest of a child? Absent some statutory reason or termination in the course of an adoption, or extraordinary circumstance, a petition to voluntarily terminate parental rights will likely be denied
