can child support be placed on a person who has no been divorced from a marriage by State License JP

I'm not really sure what you mean. No JP can grant anyone a divorce. Regardless of the status of a marriage or divorce, however, child support can be granted (in a marital situation that would typically be done in cases of long term separation).
