Child Support

My son tried to establish child support for his daughter 4 years ago, and the girl refused it and then moved away for 3 yrs. Now, the little girl is almost 5 yrs. old and the mother has suddenly decided she needs child support. My son does not have a problem with that, but she wants him to pay and take a drug test every week and only have supervised visitation. Otherwise, she wants him to sign away his rights. What shoud we do? He wants to pay child support, but he want me, his mother, to be the guardian? Is this possible?
