Child support

Does Texas Family Code or law state which divorced parent is legally responsible to contribute 50% or more for the support of the child or is fully responsible to support the child in order to take the IRS tax deduction.

No. IRS code says more than 50% of the support is required to take the deduction. Usually child support payments are inadequate to justify 50% of support, but this should be negotiated in the divorce.
