child support/garnished wages

my fiance's wages were garnished by attorney general for supposed back child support, however his children lived with his parents and never filed for welfare/child support. what can he do to stop the garnishing and figure out who filed this on him? thank you

There is an outstanding court order that permitted the garnishment. He should contact the court clerk and get a copy of his file.
