Child Supportless

Child support was settled at $500 a month. I have not received child support from my ex due to lack of a steady job. I have done what I can to collect back pay but it seems impossible since he has no steady job. I just found out his school is being paid for by the Air Force as well as receiving $1500 a month. He is receiving this money by claiming the children as dependents. How can it be that he seems better off then me and I am working 40 hours a week to make ends meet. Since he has re-married and his wife has a steady job can child support come from her and what can I do about the extra money he is receiving every month from the Gov.
