child visitaion
if a parent who lives out of town wants to visit their child, they call almost a month in advance to state they will be in town on a certin date, they do not call back to confrim they will be in town, the mother takes the child to the police station, as he has supervised visits...The father did not show up, but called later to see the child, does the mother have the right to say no, as she made other plans as leaving the police station?

Yes, the mother has the right to say no. The custodial parent is not a taxi service or expected to be available at the whim of the NCP. On the other hand, even though the father has done something wrong, prompting the court to order supervised visits; the court has determined that forming a relationship with the dad is in the child's best interests. Considering the long-distance and advance plans, it might be in the child's best interest to make the visit happen.
