Legal Question in Family Law in Texas
My child is 4 yrs old, she was born in the state of Louisiana. Her father did sign the birth certificate so do I have to go to court to establish paternity? Or being that its been 4 yrs since she was born can I just throw an order of paternity out?

You'll want to file a paternity suit so that you can get a child support order. Dad can still deny paternity even though he "signed the birth certificate" (more likely, he signed an Acknowledgment of Paternity, not the birth certificate itself).
