Children left hanging
I have been divorced for one year and the father of my children has been in and out of their lives while we were seperated and now that we are divorced. He never keeps up with his child support payments because he can't hold a job and the system does nothing about it. My partner now says I should just deny him his visitation rights, but I know if I do this I will get in trouble while he manages to get away with hurting and disoppointing my chidren. Is their anything I can do about terminating his parental rights for the sake of my childrens mental states.

You need to file contempt on his not paying child support.
The courts in Harris County make termination of a person's parental rights very difficult. (I did not same impossible but I don't think you have enough at this time).
